If your mains water supply is Hard your local water supplier has no obligation to soften it despite obvious damage and costly affects it can cause to your home. Minerals such as calcium and magnesium make water hard and form scale. You will find scale on your taps, in your kettle etc however you won't be able to see damge inside your pipes and your appliances around the home. Scum is also a big problem for most of us. Scum is formed when hard water and soap combines and clings to everything it touches. Stains from scum and scale are almost impossible to clean. Hard water means a lot more time and effort is required to remove it.
